The sum of evidence suggests that AI income depends on what trade agreements they have made, and maybe the AI get a boost depending on the difficulty level (e.g.

When I played a full Long Imperial Campaign as the Julii (normal difficulty, huge unit size), I was disappointed to see that many turns into the game, many turns after the Marian Reforms, and when the civil war began, the armies of the SPQR, Brutii and Scipii had mostly hastati and principes - very few post-Marian units. Sorry becouse my english, i'm from colombia so i don't speak it very well then the greeks attacked me.Īlso the senate will never have a rebeling city, thats becouse rome always rebel in the senate campaign, but will never became part of the rebel faction, that happends whit all their settlements. The AI cities do rebel, ten minutes ago i was playing as cartaghe and i conquered Halicarnasum, then the greeks take sardis, but it rebel and i bribed the city. The AI have unlimited money, the way i know it is becouse in the campaign the senate always make armies and build in rome, but if you unlock them by changing the data of the game, Rome produces -3000 Denarii each turn if it fell happy :P, if not it can go down to -10000 or less.

+10000 Replenishment rate per turn (This one doesn't work properly because replenishment is limited in this game, but it should take you just 1-2 turns to replenish the entire army in any circumstances.) Works for all factions and only for the player.
